5 Federal Resume Examples & Guide for 2026

A federal HR specialist reads your resume against the job announcement to decide whether you qualify for the grade before a hiring manager ever sees it. Use these examples and the guide below to fit that proof into 2 pages, with series, grade, dates and hours on every job.

Federal resume example

A federal resume works differently from a private-sector one. Before it reaches a hiring manager, an HR specialist reads it against the job announcement to decide whether you meet the qualifications. Every job you list needs clear dates, hours per week, and duties and results that match what the announcement asks for. All of that detail has to fit on 2 pages, the limit USAJOBS now enforces, and anything longer is not considered.

How to Write a Federal Resume - Key Takeaways

  • Keep it to 2 pages: under Title 5, an applicant whose only resume runs longer is not considered.
  • Give every job its title, employer, series and grade if federal, MM/YYYY start and end dates and your hours per week.
  • Write bullets that prove the announcement's specialized experience at the previous grade in your line of work, each with a count, a dollar figure or a deadline.
  • Use the announcement's own words for duties, systems and skills, and drop jobs that prove nothing it asks for.
  • List your degree with its completion date and cumulative GPA, since education alone can qualify you for GS-5, GS-7 or GS-9 administrative roles.
  • Save it as a text-based PDF under 5MB and run it through an ATS resume checker before you upload it to USAJOBS.

What federal HR specialists look for in a federal resume

A federal resume is read twice. First an HR specialist checks it for eligibility and minimum qualifications, which OPM says is why every resume must be legible. Only applicants who pass go to the hiring manager, who reads for the strongest match to the work. Most announcements set the bar with a paragraph of specialized experience, and for most General Schedule jobs OPM requires 1 year of it at the next lower grade in the normal line of progression.

The reviewer checks whether each line of that paragraph appears in your work history, with dates and hours that add up to a year. Build your resume from these sections:

  • Name, headline with your current title and grade, email and phone
  • A 2- to 3-line summary under your name, written without a heading
  • Work Experience, newest first, with series, grade and hours on each title line
  • Skills, using the announcement's terms and your systems
  • Certificates, with any license the job requires listed first
  • Education, with completion dates and cumulative GPA
  • Languages and Interests, plus 1 short section of achievements or volunteer work

Best format for a federal resume and the 2-page limit

Use the reverse-chronological resume format, with your current job first and every job dated. HR specialists add up months of experience at each grade, and a skills-first layout with undated jobs leaves them nothing to count. That holds even if you are changing careers: put your strongest matching bullets first under each job instead of moving jobs out of order.

The 3 resume formatsWhich format works best for a federal resume?Use the reverse-chronological format unless one of the other two fits your situation better. Each card opens its full guide.

The long federal resume is gone. OPM's Merit Hiring Plan of May 2025 replaced it with a 2-page limit for competitive and excepted service announcements under Title 5, and from 09/2025 USAJOBS restricted all resumes to 2 pages. The usual advice on how long a resume should be becomes a hard rule here: if your only resume is longer, you are ineligible. Some non-Title 5 agencies accept a longer file as an extra document, and medical and research jobs may ask for a curriculum vitae that way, but only when the announcement says so.

Federal resume format cheatsheet
SettingWhat to use
Length2 pages at most for any Title 5 announcement
Job title lineTitle, series and grade, hours per week: IT Specialist, GS-2210-11, 40 hours per week
DatesStart and end month and year on every job (MM/YYYY), with Present for your current one
Type and marginsUSAJOBS suggests a sans serif such as Calibri or Arial, 10 pt body text, 14 pt headings and 0.5-inch margins
Photo and private dataLeave the photo off, as most US and Canadian applicants do, along with your Social Security number, birth date and marital status
File typePDF under 5MB, which USAJOBS recommends to keep your layout and page count

Most US and Canadian resumes carry no photo, and a federal one has no reason to: USAJOBS reviewers match text to a qualification standard. Use the space for 1 more bullet that proves a requirement.

Federal resume summary vs. objective

Write a resume summary if you already do the kind of work the announcement describes, whether in government or not: your title, your grade or level, your years in the program area and 1 result. Write an objective only if you are qualifying on education or entering a new occupation, and name the series or grade you are applying for. Either way it takes 3 lines at most, because 2 pages leave little room.

Federal resume summary formula

Title, series and grade, with X years in program area. Your strongest result, as a count or a dollar figure. Credential, clearance or eligibility the announcement asks for.

Example

Management Analyst, GS-0343-12, with 7 years in benefits processing operations. Cut average claim processing time from 41 to 26 days across 6 units. PMP certified since 2023.

Don't

Results-driven professional seeking a federal position where I can use my skills to serve the American people.

Do

Budget Analyst, GS-0560-11, with 4 years in a field office budget shop. Tracked $63M in annual obligations across 9 cost centers and closed fiscal year 2025 with 0 Antideficiency Act violations.

This version hands the reviewer a series, a grade, a dollar scale and a compliance result to check.

How to write federal work experience that proves specialized experience

OPM tells applicants to include, for each relevant job, the title and employer, the series and grade for any federal position, start and end dates by month and year, and the hours you worked per week. The hours are not a formality: OPM prorates part-time work, so 20 hours a week for 12 months counts as 6 months of experience. Leave one out and the reviewer may not be able to credit the job at all.

How to write the federal job title line

Put the title, the series and grade and the hours on 1 line, then the employer and city below it. For private-sector jobs, write the title and hours and skip the grade. Treat each promotion as its own entry, since the reviewer checks time at each grade: for jobs at GS-6 and above, the federal rules generally ask for 52 weeks at the previous grade in your line of work before a promotion.

Under each entry, write bullets that start with a verb and end with a result. OPM asks for brief descriptions that show you can do the tasks at the required level, so count the work: cases, dollars, deadlines, inspections or people trained. Write achievements on your resume rather than a copy of your position description.

Numbers that prove federal work
AreaWhat to countExample bullet
CaseworkCases a month, backlog, processing daysAdjudicated 85 cases a month and helped bring the unit backlog from 1,900 to 600 in a year.
Budget and fundsObligations, accounts, year-end balancesReconciled $12M in obligations across 11 accounts each month during the fiscal year-end closeout.
Audits and complianceFindings closed, inspections, deadlines metClosed 18 inspector general audit findings 2 quarters ahead of the agreed corrective action dates.
Public serviceInquiries, response times, satisfaction scoresAnswered 2,400 public inquiries a month and cut the written response time from 5 business days to 2.
Process and trainingSOPs written, staff trained, steps removedWrote 4 standard operating procedures for the new records system and trained 30 staff to use it.
File and quality reviewFiles reviewed, error rates, reworkReviewed 16 procurement files before audit with 0 errors noted by the reviewing official.

Here is one management analyst's work history written that way. Each grade has its own entry with series, grade and hours, and the oldest job keeps 1 line.

Sample entry: management analyst promoted from GS-9 to GS-12

Federal resume skills and keywords from the announcement

OPM's own advice to applicants is to align your language with the job announcement, and the same resume keywords logic applies: mark each duty, skill and system the announcement names, then use that term where it is true. Pick 6 to 8 hard skills for your resume that your work bullets back up, and let the results show the soft skills.

Hard skills for federal resumes

  • Program analysis and evaluation
  • Federal budget formulation and execution
  • Regulatory and policy research
  • Performance measurement
  • Workload and staffing analysis
  • Records management
  • Internal controls and audit response
  • Acquisition planning
  • Grants and cooperative agreement oversight
  • Data analysis and reporting

Soft skills hiring managers value

  • Plain-language writing
  • Briefing senior leaders
  • Customer service to the public
  • Attention to procedure
  • Coordination across offices
  • Discretion with sensitive information

Put your systems in the Skills section too, then prove each one with a bullet describing the work you did in it. Write the exact product the announcement uses, such as Microsoft Excel, Power BI, SharePoint or ServiceNow, and spell out an agency system's full name once before using its acronym, since the hiring manager may come from another office.

Certifications, licenses and security clearance on a federal resume

Put certifications on your resume in the Certificates section with the issuing body and the month earned. When an announcement requires a license, such as a CPA, RN or PE, list it first with the issuing state board, because it is often a basic eligibility check. Job-related training belongs there too if it answers a requirement, as OPM names it among the optional details worth adding.

Federal certifications and what each one takes
CredentialIssued byWhat it takes
FAC-C (Professional)Federal Acquisition InstituteAt least 12 months of full-time contracting experience, the core CON training courses and the 150-question CON 3990V exam, passed at 70% or higher.
PMP (Project Management Professional)Project Management InstituteWith a 4-year degree, 36 months of experience leading projects in the past 8 years, plus 35 contact hours of project management education or a CAPM, and the PMP exam.
State license the job requires (CPA, RN, PE)The state board that issued itThe education, exam and experience rules set by that board; the announcement says whether a license from any state is accepted.

A current security clearance is on OPM's list of optional details, and to a hiring manager filling a cleared job it saves months. Write the level and whether it is active, such as Secret, active, in your headline or summary. Never add the investigation details or anything classified about your work.

Certificates

  • Project Management Professional (PMP), Project Management Institute, 04/2023
  • Microsoft Certified: Power BI Data Analyst Associate, Microsoft, 11/2022

How to list education for a GS grade on a federal resume

Education can qualify you for a grade on its own, so it gets more detail than on a private-sector resume. OPM asks for the school, the completion date, the degree type and your cumulative GPA, which is a different rule from the usual tips on listing education on a resume: keep the GPA even years after graduating. The table shows OPM's education levels for administrative and management positions; other occupations have their own standard, linked from each announcement.

Education that qualifies for each grade (administrative and management positions)
GradeEducation that qualifiesOr experience
GS-5A 4-year course of study leading to a bachelor's degree3 years of general experience, 1 of them at GS-4 level or equivalent
GS-71 full year of graduate education, or superior academic achievement in your bachelor's degree1 year of specialized experience at GS-5 level or equivalent
GS-9A master's degree, 2 full years of graduate education, or a related LL.B. or J.D.1 year of specialized experience at GS-7 level or equivalent
GS-11A Ph.D. or 3 full years of graduate education, or a related LL.M.1 year of specialized experience at GS-9 level or equivalent
GS-12 and aboveEducation alone does not qualify1 year of specialized experience at the next lower grade
Sample education entry: master's degree that qualifies for GS-9

Education

Master of Public Administration (MPA)05/2019
University of Kansas | Lawrence, KS

Cumulative GPA 3.8.

Bachelor of Arts in Economics12/2016
University of Missouri-Kansas City | Kansas City, MO

Cumulative GPA 3.4.

Entry-level, career-change and veteran federal resumes

With little work history, lead with the education that qualifies you for the grade and use an entry-level resume layout with a short objective. Then add everything that counts as experience. OPM credits unpaid and volunteer work the same way as paid work, so give it the same dates, hours and numbers.

  • Internships and fellowships: the office, the dates, the hours per week and what you produced.
  • Volunteer roles: listed under Volunteer Experience with hours per week, such as a weekly tax clinic or a food bank's inventory.
  • Part-time jobs: the real weekly hours, since a 20-hour job is credited at half the months.
  • Graduate research or a capstone: 1 line under the degree, when it used the methods the announcement names.

Don't

Recent graduate seeking an entry-level government job to gain experience.

Do

Master of Public Administration graduate (05/2026) applying for GS-9 Management and Program Analyst roles. Built a 4-county transit ridership model in a 15-week capstone for a regional planning commission.

The good version names the grade the degree qualifies for and shows analysis work a reviewer can credit.

Coming from the private sector, keep your jobs in order and rewrite the first bullets under each one in the announcement's terms; a career-change resume works here as long as every job stays dated. Leaving the military, translate rank and unit jargon into the duties and scale a civilian reviewer can match, as the military-to-civilian resume examples do. Veterans' preference, which OPM bases on service dates, a campaign badge, a Purple Heart or a service-connected disability, comes as 5-point or 10-point preference; you claim it in the application with the documents the announcement lists, and a 10-point claim needs an SF-15.

Federal resume FAQ

How many pages can a federal resume be?

2 pages. OPM's guidance limits resumes to 2 pages for competitive and excepted service announcements under Title 5, and USAJOBS has restricted every resume to 2 pages since 09/2025. If the only resume you submit is longer, you are not considered.

Do I need to list hours per week on a federal resume?

Yes. OPM lists the hours you worked per week as part of every work experience entry. Part-time work is prorated, so a reviewer who cannot see your hours may not credit the job toward the 1 year of specialized experience the grade needs.

Should I put my salary or my supervisor's name on a federal resume?

Only if the announcement asks for them. OPM's current list of what to include covers the job title, employer, series and grade, dates and hours per week, and on a 2-page resume those lines are better spent on bullets that prove a requirement.

What does specialized experience mean on a federal job announcement?

It is the work you must already have done to qualify for the grade, described in the announcement's qualifications section. For most General Schedule jobs, OPM requires 1 year of it at the next lower grade in the normal line of progression, so your bullets need to show those exact tasks with dates that add up to a year.

Can I qualify for a GS-7 job without work experience?

Yes, for many administrative and management positions. OPM's standard accepts 1 full year of graduate education or superior academic achievement in your bachelor's degree for GS-7. Check the qualifications section of the announcement, since some occupations use a different standard.

Should I put my security clearance on my federal resume?

Yes, if you hold a current one. OPM lists a current security clearance among the optional details worth adding. Write the level and that it is active in your headline or summary, and leave out investigation details and anything classified.

How do I claim veterans' preference on a federal application?

Claim it in the USAJOBS application, not on the resume, and attach the documents the announcement lists. Preference comes as 5-point or 10-point, and 10-point claims need an SF-15. Your resume still needs your military jobs written as dated entries with duties a civilian reviewer can match.

Should a federal resume include my GPA?

Yes. OPM's resume guidance names your cumulative GPA as part of the education entry, along with the school, completion date and degree type. It matters most when you qualify on education, such as through superior academic achievement for GS-7, and it stays on the resume after your first federal job.

Can I use the same federal resume for every USAJOBS application?

No. Each announcement has its own specialized experience paragraph, and OPM advises aligning your language with it. Keep a master file with every job, then cut it to the 2 pages that prove the requirements of the job you are applying for.
